During his exciting career, Jim served over 28 years in law enforcement and emergency services management. He served as an ATF Special Agent for 25 years, 17 of which he was part of their elite Special Response Team. He also served as Liaison Officer on behalf of ATF with the Federal Emergency Management Agency (FEMA). Other positions Jim held included criminal investigator, tactical unit leader, supervisory branch chief, and public information officer.
After the nationwide civil unrest in 2020, Jim developed an in-person symposium to educate the media about the realities of police use of force. His speeches and workshops consistently receive excellent reviews and have been described as “a game changer” by experts seeking to study the science of law and order.
Jim now serves as a consultant to private companies. He also provides advanced education and analysis to military and law enforcement leadership, including those responsible for after-action/post-conflict reporting and those who research technologies that elevate America’s public safety.
A gifted writer, Jim has authored over 75 articles on various subjects that impact public safety. He earned a Bachelor of Arts degree in Criminal Justice from the University of Texas San Antonio and a Master of Science degree in Criminal Justice Leadership and Management from Sam Houston State University.
